Phelps approaches the driver of a Pontiac race car (Richard Neal) as a pit crew quickly changes the tires on his car at a race track.
Phelps: They tell me, during a race, a pit crew can change all four tires and refuel a car in less than 22 seconds.
Driver: Yeah, it's true. In a close race, the speed of the pit crew often determines who wins.
Phelps: Yeah, like most sports, a winning edge depends on team work.
Driver: No question. Take a look in the timing tower.
In the tower, Phelps finds the player in a drawer next to a book with the words "Thunder Dome" on the cover. He puts the player on a desk and opens it.
Good morning, Jim. Bogotá, Colombia was once called the Athens of Latin America, but it is now a city under siege. The drug lords have declared war on the government. The horrifying murder of Judge Juan Silvero shocked the entire population of Colombia. The person responsible for this heinous crime is Esteban Magdalena. With the killing of Judge Silvero, Magdalena has stepped up his campaign of terror, and his vicious tactics now threaten the very existence of the Colombian government. Magdalena's connection to the flow of cocaine into the United States is well documented, but Colombian police and military forces have been unable to extradite him. Your mission, Jim, should you choose to accept it, is to prevent Magdalena from overthrowing the Colombian government by returning him to the United States, where he will stand trial. As always, should you or any of your IM force be caught or killed, the Secretary will disavow any knowledge of your actions. This disc will self-destruct in five seconds. Good luck, Jim.
Phelps closes the player and leaves. Smoke billows from the machine.
